Predictable line-up of apologists for Israel attack PSNA genocide hotline campaign
Jewish Council spokesperson Juliet Moses, Chief Human Rights Commissioner Stephen Rainbow and Foreign Minister Winston Peters
As we reported last week the genocide hotline we launched two weeks ago has taken off. It has enthused our supporters with a campaign which gets civil society to act when our government is complicit. The campaign has broken the mould and disrupted the government’s cosy collaboration with genocide. We have been fielding many calls of strong support from the Palestinian community.
This campaign will do more to save Palestinian lives than any other initiative we have taken so far in the campaign against Israel’s genocide. The message to Israel is that they may have the New Zealand government in their pocket but New Zealand civil society will take action to hold Israel to account for the genocide they are perpetrating in Gaza.
The Minister of Foreign Affairs Winston Peters, the Chief Human Rights Commissioner Stephen Rainbow and the New Zealand Jewish Council have lined up to protect Israeli soldiers in New Zealand on “rest and recreation” from the industrial-scale killing of Palestinians in Gaza.
We are not surprised to see such a predictable line-up of apologists for Israel and its genocide in Gaza from lining up to attack a PSNA campaign with false smears of anti-semitism.
Why is concern for the sensitivities of soldiers from a genocidal Israeli campaign more important than condemning the genocide itself?
Over 16 months Mr Peters has done absolutely nothing to put any pressure on Israel to end its genocidal behaviour but is full of bluff and bluster and outright lies to denounce those who demand Israel be held to account.
If Mr Peters was doing his job he would not only stop Israeli soldiers coming here (as per Russian soldiers) but he would also support the recent International Court of Justice ruling and deny visas to any Israeli with an address in an illegal Israeli settlement in the Occupied Palestinian Territories.
The Human Rights Commission has issued a disingenuous media release – our campaign has nothing to do with Israelis per se or Jews – it is a campaign to stop Israeli soldiers coming here for rest and recreation after a campaign of wholesale killing of Palestinians in Gaza. To imply the campaign is targeting Jews is disgusting and despicable.
Some of the soldiers will be Druse, some Palestinian Arabs and others will be Jews.
In the meantime, PSNA salutes the brave Israelis who have refused to take part in the genocide.
The deeply racist New Zealand Jewish Council tosses around false smears of anti-semitism like confetti and they are at it again. It’s deeply problematic that this Jewish Council strategy takes attention away from the real anti-semitism which exists in New Zealand and around the world.
The priority of the Jewish Council is to protect Israel from criticism and protect it from accountability for its apartheid policies, ethnic cleansing and genocide.
We are demanding that accountability.
So what is the campaign really about?
PSNA launched the campaign two weeks ago centred on a hotline for people who suspect Israeli soldiers may be in their local communities. You will have read about it in the last two newsletters but because it has been deliberately misrepresented in public we are clarifying the key points of the campaign here:
Aim of the campaign
The campaign aims to change New Zealand immigration policy so that our government bans from entry –
Any Israeli soldier who has served in the Israeli army since October 7th 2023 (the period in which the International Court of Justice believes there is a plausible case of genocide against Israel) and
Any Israeli citizen who has either a residential or work address in the Occupied Palestinian Territory (the type of move the government is required to take under the July 2024 ruling of the International Court of Justice which said Israel’s occupation is illegal)
We are NOT targeting;
Israeli citizens
Israelis (soldiers or reservists) who have served in the IDF before 7 Oct 2023
In contrast to Israel, which aims to kill or imprison every ‘member’ of Hamas no matter what their job is, our aim is extremely modest. Just keep them out
If there are IDF soldiers here who we can individually link to specific war crimes we will work with the Hind Rajab Foundation in Europe to bring them to justice in our courts.
Such a New Zealand war crimes arrest warrant was issued against the then Israeli Defence Minister Moshe Ya’alon in 2006 when he was on a visit to New Zealand, and it was only the intervention of the then NZ Attorney-General Michael Cullen which prevented Ya’alon from being arrested and sent for trial on war crimes.
Message on the hotline answering machine 027 4 APARTHEID
The message on the answering machine specifically calls for messages about Israeli soldiers.
And excludes Israelis in General and Jews in General.
As text:
“Kia ora
Welcome to the Israeli Soldier hotline.
If you have information about the location of Israeli soldiers in Aotearoa, please leave a message after the tone.
We are Not interested in information about Israelis or members of the Jewish community in general.
If your call is not specifically about Israeli Soldiers, please hang up without leaving a message.”
Social media update
We are telling supporters around the country not to approach soldiers by themselves. As the message on the poster says – if you come across Israeli soldiers here – let us know on the hotline.
This is explained in the social media update we issued earlier this week:
The hotline is designed to empower communities to take non-violent action and apply pressure on our government to impose sanctions on Israeli soldiers involved in war crimes in Gaza and the illegal occupation of the West Bank and East Jerusalem.
If you suspect that Israeli soldiers are working or holidaying in your community, we understand this may make you feel unsafe. The PSNA Genocide Hotline is here to provide concerned citizens with the necessary steps to pressure the government to prevent Israeli soldiers from entering our communities.
Please DO NOT physically engage with individuals you suspect may be Israeli soldiers. As we’ve seen in the past, these individuals can be violent, particularly towards Muslim and Arab communities. For example, in November 2024, Israeli football fans in Amsterdam violently attacked Palestinian supporters.
Rather than you getting involved we encourage you to use the hotline to report direct to PSNA so we can follow up. The number is 027 427 2784.
What will we do with the information that comes in on the hotline?
Depending on the information we receive we will work with local supporters around the country to decide the best approach in any particular situation. We want to let these soldiers on “rest and recreation” from a genocide know that they are not welcome here.
Possible action for local groups
For groups affiliated to PSNA we suggest the following actions could be taken at any time in support of this campaign
Asking your local backpacker accommodation to display the poster and draw it to the attention of any Israeli soldiers here on “rest and recreation” from the genocide.
Pasting the hotline poster (use the version in this newsletter which includes a contact email) around the vicinity of backpacker venues in your local area. This is already happening in some areas.
Hand out flyers to people in the vicinity of your local backpackers
Contact us on the hotline if you come across Israeli soldiers
PSNA contact with backpackers
It has become clear that Israeli soldiers on “rest and recreation” can be found in backpacker accommodation in the South Island in particular. Last week we sent the following letter to all backpackers in New Zealand (500+):
To All Backpacker Accommodation providers in Aotearoa New Zealand
Kia ora koutou,
Israeli Defence Force soldiers on holiday from the Gaza genocide
We are deeply concerned that there are many Israeli soldiers in Aotearoa New Zealand on “rest and recreation” from the genocide in Gaza.
Most New Zealanders are outraged at Israel’s industrial-scale killing of Palestinians – over 47,000 killed so far with 70% of these being women and children.
Such indiscriminate, wholesale killing has led human rights groups such as Amnesty International and Human Rights Watch to describe Israel’s action as a campaign of genocide and extermination.
Just as New Zealand would not accept Russian troops on rest and recreation from the invasion of Ukraine so we should not accept Israeli troops from the genocide in Gaza.
It is not acceptable for any Israeli soldiers to say “Military service is compulsory in Israel and I was forced to go and fight in Gaza – I was only following orders”. This is an argument which was rejected at the Nuremburg trials just as it is rejected for Gaza.
Under international law every individual Israeli soldier must take responsibility for their actions in joining the Israeli military assault on Gaza and the wholesale killing, destruction of civilian infrastructure such as schools, universities and hospitals, and severe restriction of humanitarian aid for Gaza’s civilians. All this has shocked New Zealand and shocked the world.
For this reason we have launched a campaign to tell Israeli soldiers they are not welcome here by the majority of New Zealanders and should leave.
We are therefore inviting you to:
Prominently display the poster and this message in your accommodation and
Draw the attention of any Israeli soldiers on holiday here to the poster and its message
We would welcome your feedback on this campaign.
Thank you.
Ngā mihi.
Human rights implications
If you can identify any Israeli soldiers here who have posted on their social media evidence of blowing up Palestinian homes or setting fire to homes or community infrastructure, then please alert us immediately. We will escalate this nationally and immediately via human rights networks here and demand immediate government action.
Please note some Israeli soldiers have posted messages on community facebook pages asking for help in finding work here. If you see messages such as this, please alert us immediately.
Future pivoting of the campaign to the government
Over the coming weeks we will be pivoting the campaign in different ways to increase pressure on the government – more in future emails and via our newsletter.
In the meantime if you have any questions please get in touch with us chair@PSNA.nz or secretary@PSNA.nz
Update on US response
Ted Cruz
Texas Senator Ted Cruz has claimed Immigration NZ is requiring all visa applicants from Israel to fill in a declaration that they have not committed war crimes.
Winston Peters has claimed that this is not true because of the visa free entry for Israelis. This appears to be disingenuous. Only visitors of less than three months come here visa free. Stuff is reporting that 135 out of 944 visa applications (i.e for a visit longer than three months) from Israel have been declined since October 2023. More than 5,000 Israelis visit each year.
Thus it seems that there is some existing form of tepid immigration sanction against IDF soldiers (based on a international National Security Threats policy brought in by NZ in January 2023), as well as a list of 18 named Israeli settlers which are automatically denied entry under a February 2024 travel ban.
We have submitted an Official Information Act request to discover the true situation.
Something you can do now with just a few clicks…
1. Share the campaign poster on your social media pages again
2. And if you did not send a message to the Chief Human Rights Commissioner about Israeli soldiers coming to New Zealand for rest and recreation after taking part in the genocide in Gaza then you can do so now.
Stephen Rainbow
Chief Human Rights Commissioner
infoline@hrc.co.nz
Kia ora Mr Rainbow,
Israeli soldiers in New Zealand from the genocide in Gaza
I want the Human Rights Commission to insist the government suspend visas for any Israeli soldier or reservist who has served in the IDF since October 7th 2023.
I also want the Human Rights Commission to uphold the International Court of Justice Advisory opinion of 19 July 2024 which calls on the government to end support for Israel’s illegal occupation. This means the HRC must press the government to deny entry to every Israeli wanting to visit here who has an address in an illegal Israeli settlement in the Occupied Palestinian Territories.
I look forward to hearing from you shortly.

Are you able to donate a cup of coffee a month to the campaign?
We will need some serious money to make our campaign as effective as possible. For example, we will need somewhere in the vicinity of $25,000 to bring speakers to New Zealand over the next year and organise large public meetings to help spread the message.
You can help. Are you able to donate a cup of coffee a month to the campaign? In other words, can you afford to make an automatic payment of $5 per month to support the Palestinian struggle? (If you can afford more that would be great!)
